I am from another institute and I use my portable PC at CERN. This PC belongs to me or to my home institute.
Can I install any software available for the CERN user community?

Answer

If your PC is running NICE the answer is YES, while you are at CERN ONLY. All available software may be found using the CMF Add/Remove software web panel.

According to http://cern.ch/Software-Licences/Microsoft-Conditions.htm legally you could have the software covered by CERN's license conditions, installed on your PC, but ONLY for the time you spend at CERN (at the time of your departure you MUST delete any such software from your PC).

However at present, Microsoft kits are NOT available to end-users. Microsoft software is only available to be loaded on PCs running NICE. So, there are no licences for software to be used on PCs which are not running NICE.
